The Chief Executive Officer of the National Lotteries and Gaming Regulatory Board, Denis Mudene Ngabirano, has been named “Rising Star in Responsible Gaming” at the inaugural iGaming AFRIKA Summit Awards held in Nairobi.
The recognition comes amid growing pressure on regulators across Africa to address the rapid expansion of betting and gaming, especially among young and digitally connected populations.
The award highlights Uganda’s increasing focus on responsible gaming and tighter regulation of the sector, with authorities seeking to place player protection and accountability at the centre of industry oversight.
In recent years, the Board has rolled out stricter responsible gaming guidelines, intensified enforcement against illegal gaming operators, and carried out awareness campaigns targeting schools and groups considered vulnerable to gambling-related harm.
The regulator has also adopted technology-driven oversight through the National Central Electronic Monitoring System (NCEMS), which enables authorities to monitor gaming activity, track operator compliance, and identify potentially harmful betting patterns.
In addition, the Board has introduced consumer protection measures such as self-exclusion tools, mandatory age verification requirements, and rehabilitation support services for people affected by gambling addiction. A dedicated helpline has also been established to provide confidential counselling and rehabilitation support.
Speaking about the recognition, Mudene said the future of gaming regulation on the continent would depend on how effectively countries balance industry growth with player protection.
“He emphasized the need for stronger collaboration between regulators, particularly as digital platforms make it easier for operators to cross borders and operate beyond traditional regulatory limits.”
The award further positions Uganda among African countries seeking to formalise and professionalise the gaming industry while addressing the social risks associated with its growth.
Authorities say the Board remains focused on ensuring that gaming activities operate within a transparent, accountable and well-regulated framework grounded in responsible participation.
